The fate of thousands of teachers and public servants may change in the coming weeks. The Complementary Law Project (PLP) 143/2020 is currently under consideration in the Senate, which restores the right to count the service time frozen during the Covid-19 pandemic.
In 2020, Complementary Law 173 blocked the counting of this period for benefits such as career progression, promotion by seniority, change of reference, and premium leave. The measure, approved on an emergency basis, generated outrage among public servants, who, even working remotely or under adverse conditions, saw their careers come to a standstill.
Now, the scenario may change radically. PLP 143, already approved by the Chamber of Deputies, paves the way for States and Municipalities to restore these rights and recognize the efforts of those who kept education active during the health crisis.
“This is a paramount issue for the teaching profession. We are closely monitoring the progress of PLP 143 because it can restore an important right that was taken from public servants precisely at a time when they worked intensely,” highlights lawyer Amarildo Santos.
The expectation is that the Senate will vote on the proposal still this semester. If approved, the measure could unlock promotions, accelerate progressions, and recover years of career for education professionals across the country.
