The bill (PL) 3233/26 conditions priority access to rural credit and agricultural insurance in the Legal Amazon on the individual traceability of cattle and buffaloes. The goal is to encourage rural producers to keep their herds registered and monitored in official sanitary control systems. The proposal is currently under analysis in the Chamber of Deputies.
The text also lists a series of incentives that may be directed to these cattle ranchers, including:
- reduced interest rates;
- long payment terms;
- expanded financing limits; and
- higher percentages of government assistance (subsidy) for rural insurance payments.
According to the proposal, the benefit may vary according to the producer's integration into the official systems, which will be defined by federal government regulations.
The author, Deputy Ricardo Ayres (Republicanos-TO), argued that the measure brings competitive and sustainable advantages to the livestock sector, rewarding those who operate legally.
“The initiative improves agricultural policy by linking existing sanitary control instruments to economic inducement mechanisms, without creating new systems or increasing administrative structure,” he defended.
The text amends the law that addresses the traceability of the meat production chain (Law 12.097/09).
Next Steps
The project will be analyzed in conclusive character by the committees of National Integration and Regional Development; Agriculture, Livestock, Supply and Rural Development; Finance and Taxation; and Constitution, Justice and Citizenship. To become law, it needs to be approved by the Chamber and the Senate.
