The Bill 3270/26 establishes the National Policy for Family and Accessible Infrastructure on Brazilian Beaches. The proposal creates the Welcoming Beach Program, aimed at encouraging the installation of accessibility equipment and support for families on maritime, river, and lake beaches across the country.
Under analysis in the Chamber of Deputies, the proposal sets guidelines for the implementation and improvement of public infrastructures such as:
- family restrooms;
- changing tables;
- breastfeeding support areas;
- accessible walkways;
- amphibious chairs;
- adapted showers; and
- rest areas for elderly people and people with disabilities.
The text also provides for inclusive signage and comfort and safety measures for visitors.
Coexistence and leisure
The author of the project, Deputy Duda Ramos (Pode-RR), states that, more than tourist destinations, beaches are public spaces for coexistence, leisure, sports, community integration, and contact with nature.
He adds that, despite this relevance, there is a lack of welcoming and accessibility infrastructure. "Parents find it difficult to change children's diapers. Women in breastfeeding periods do not always have appropriate spaces. People with disabilities face obstacles to access the sand area," lists Duda Ramos.
Seal
Municipalities and locations that adopt good practices of accessibility and welcoming may receive the Welcoming Beach Seal. The project also provides for the creation of the Welcoming Beach Standard to guide the gradual adaptation of the sites.
Additionally, the Executive Branch may create the National Register of Accessible and Welcoming Beaches to map and publicize these locations.
"Although various local initiatives have produced positive results in different Brazilian municipalities, there is still no national policy capable of guiding, encouraging, and supporting the adoption of minimum standards on Brazilian beaches," evaluates Duda Ramos.
Priority
According to the project, the distribution of actions should observe the reduction of regional inequalities. The following will have priority in service:
- river and lake beaches of the Legal Amazon;
- riverine municipalities;
- locations with difficult access; and
- small and medium-sized tourist destinations.
Cooperation
Duda Ramos also emphasizes that the project does not impose immediate construction obligations on federative entities. "The proposal adopts a cooperative approach, based on national guidelines, technical assistance, dissemination of good practices, institutional recognition, and prioritization of public investments aimed at qualifying existing infrastructure," he explains.
The Union may provide technical assistance to states and municipalities for the development of projects, accessibility plans, and fundraising.
Processing
The project will be analyzed by the committees on Tourism; Urban Development; Defense of the Rights of Persons with Disabilities; Finance and Taxation; and Constitution, Justice, and Citizenship, in conclusive character.
To become law, it needs to be approved by both deputies and senators.
