Liane Destefani, president of the agency, emphasizes that the work brings safety to the population
The collapse of houses and buildings, explosions due to irregular gas installations shock the population and reinforce the alert about the importance of a qualified professional responsible for construction and renovations. The Council of Architecture and Urbanism of Espírito Santo (CAU/ES) has strengthened its oversight activities to ensure the safety of the population during the pandemic.
In just the months of April and May, more than 60 people were notified for illegal practice of the profession in the state. The president of CAU/ES, Liane Destefani, emphasizes that it is essential for the population to participate in this work by reporting irregular activities and construction without a qualified technical responsible. "It is important to remember that the reports should have as much evidence as possible to provide support and direction for the inspector, whether with photos, documents, and addresses. For the guarantee of society's safety, oversight is one of the purposes of the Council," she explains.

According to data from the Technical Management of CAU/ES, in 2020, 33 reports have already been received that are being investigated, and more than 240 oversight reports have been generated. During this period of social distancing, the Council extended teleworking and suspended in-person services until June 30, but inspections to identify unqualified individuals practicing as architects and urban planners continue. It is worth noting that companies, individuals, and students providing architecture and urbanism services irregularly are being checked, as well as recent graduates who are working without the proper registration with the Council. In Espírito Santo, incidents such as the collapse of a building in downtown Vitória and houses swept away by floods in the south of the state, both occurring in January, reveal the need for a technically qualified professional to oversee construction and inspections.
Against PL 1263/20
During this pandemic period, PL 1263/20 began to be processed in Brasília and aims to temporarily reduce the annual fees of professional councils. Liane Destefani explains that this is a proposal that was not discussed with the councils and has a very negative impact on the reality of the institutions, directly affecting public interest activities such as oversight.

Construction and projects without an architect and urban planner, as well as unethical conduct by professionals registered with CAU/ES, can be reported to the Council. Every citizen can register complaints on the CAU/ES website by clicking on the “Report irregularities” tab or by phone at 27 3314-3271 (WhatsApp). It is important to inform that oversight regarding compliance with parameters established in municipal legislation, as well as noise and disturbances, is not the responsibility of CAU/ES, but rather the municipal governments.
