The Council invests in the expansion of the Technical Assistance segment for Social Interest Housing (ATHIS).
According to a survey conducted by Data Folha in 2015, more than 85% of Brazilians build and renovate without guidance from architects, urban planners, or engineers. The lack of this technical assistance generates negative impacts in the city with irregular constructions that do not comply with current legislation, unhealthy buildings, among others.
Attentive to this issue, the Architecture and Urbanism Council of Espírito Santo (CAU/ES) will promote a Course on Land Regularization focusing on Technical Assistance for Social Interest Housing (ATHIS) on May 9, 10, and 11, in a virtual format. The course is free and will be the first action this year aimed at training architects in this segment.
What is ATHIS? It is the technical assistance for social interest housing guaranteed to the population through Law 11.888/2008, which provides that low-income families have access to technical assistance from a qualified professional to build and renovate their buildings. Families with an income of up to three minimum wages are entitled; residents of urban and/or rural areas. "The law aims to ensure dignified housing with safety and quality of life for citizens, considering that the right to housing is a fundamental right, as provided in the Constitution," explains the president of CAU/ES, Heliomar Venâncio.
One of CAU/ES's strategic objectives is to develop and expand the professionals' performance in the ATHIS segment. According to the Council's president, Heliomar Venancio, implementing ATHIS is a way to produce safer cities. "The tragedies we witness across the country, including recently in Espírito Santo, caused by collapses of irregular constructions are constant. It is necessary to provide guidance and build healthy residences that assist in the health of residents, etc.," says Venancio.

The facilitators of the course will be Rodrigo Carvalho Lopes de Souza - an urban architect who has been part of the faculty of the specialization course in ATHIS at Mackenzie University since 2019 - and Rosane Tierno, an urban lawyer and current Coordinator of the Southeast Region of the Brazilian Institute of Urban Law - IBDU (2022/24)

Urban architect graduated in 2006 and currently a master's student at FAU-USP, linked to LabHab. He has been part of the faculty of the specialization course in ATHIS at Mackenzie University since 2019, with specializations in Urban Law and Project Management. Professional experience with an emphasis on Urban Planning and Projects, in the following themes: Housing Production, Urban and Infrastructure Qualification, Land Regularization, and Social Interest Housing Projects, having worked in different areas of state public policies, DERSA – Road Development S/A, CDHU – Housing and Urban Development Company of the State of São Paulo, CPOS – Paulista Company of Works and Services, and DER – Department of Roads, and municipal policies, through the Housing Secretariat and the Metropolitan Housing Company of the Municipality of São Paulo.

Urban lawyer – Current Coordinator of the Southeast Region of IBDU (2022/2024). Institutional Relations Counselor of the Brazilian Institute of Urban Law – IBDU from 2017 to 2021. Executive Secretary of IBDU from 2007 to 2013. Member of the Urban Law Commission of OAB/SP from 2022 to 2024. Coordinator of the Housing and Land Regularization Nucleus of the Urban Law Commission of OAB/SP from 2019 to 2021. Master's degree in Urbanism from the Faculty of Architecture and Urbanism of USP - University of São Paulo. Worked in Municipalities of the Metropolitan Region of São Paulo as legal advisory, Legal Director, Licensing and Inspection Director – Municipalities of Mauá, Santo André, Osasco. Was Project Manager at the National Secretariat of Urban Programs of the Ministry of Cities – 2005/2006. Was Technical Advisory and Superintendent of Assets of COHAB/SP 2002/2005 and 2016/2017. Has several published works on urban land regularization. Currently works in her own law firm and provides legal consultancy for urban projects.
